OK So if we can choose to not be a part of "God's plan", how is that a plan?

You are part of God's plan whether you want to be a part of His plan or not. His plan is that he wants you saved. If you choose not to be saved, He can still you to help his people (by helping them or by doing things that bring them closer to Him).
