Quickest crossing over Mexico to CA?

What is the quickest way to cross back into California from Mexico? I drove around TJ trying to find the Otay Mesa crossing but never found it and then no one new how to get to the Tecata crossing (drove about 30 miles east on the 2 and got to a $7.50 toll road before turned around and went back to San Yisidro. San Yisidro seems like it always takes 3 hours to cross on the weekend, no matter what time of day you go (I have done 3 am, 11 am and 3 pm, and all have been longer than 3 hours to cross :(
