Both Rogers and Maslow invoke the concept of self-actualizatio. Do they define the concept in the same way?

Almost. Both place the importance of self actualization, only that Rogers focuses on "being the best one can be". Rogers emphasizes on striving to fulfill potential and capabilities, and Maslow refers to his famous hierarchy of needs to become self actualized by various steps, or by fulfilling what is bellow self actualization.
